(1) Vendor needs to provide construction management and inspection services to the government authority located in Gardena, CA.– Mobilization, design review, and preconstruction:– Coordinate and conduct a kick–off meeting and prepare a Project Management Plan describing organization, authority, communications, document control, meeting cadence, review workflows, change control, risk management, quality management, safety interfaces, reporting, and escalation.– Review the design–build agreement, exhibits, incorporated proposal documents, approved and pending design documents, site information, permits, utility requirements, environmental commitments, applicable funding–source requirements, and the design–builder's project plans.– Project management and contract administration:– Provide, configure, and administer a secure cloud–based construction–document management platform. – Schedule and cost control:– Review the design–builder's baseline and updated schedules for logic, calendars, critical path, float, procurement, permits, utility activities, testing, PTO, training, substantial completion, punch–list, and final completion.– Monitor actual progress against the approved baseline, validate percent complete, identify delay and slippage, analyze impacts, and recommend recovery actions.– Resident construction management and inspector of record services:– Provide qualified on–site observation and inspection during active work, with coverage matched to the design–builder's approved schedule and critical activities.– Measure completed work quantities with the design–builder when applicable, maintain measurement and calculation records, and provide supporting quantities for payment, change, and extra–work evaluation.– Special or deputy inspections and materials testing:– Provide or coordinate qualified inspectors and laboratories for soils and compaction; reinforcing steel; concrete mix–design review, placement, sampling, and strength; masonry or shotcrete when applicable; post–installed anchors and torque testing; structural steel welding and high–strength bolting; coatings; foundations; trench backfill; electrical grounding and insulation–resistance testing; and other required disciplines if needed.(2) All the questions must be submitted no later than October 12, 2026.
