(1) Vendor needs to provide professional county plan implementation support services to the government authority located in Allegheny, PA.– Consultants services could cover event planning, strategic planning, general research, feasibility studies, funding identification, grant application and management support.– Strategic planning, both for individual departments or actions within county plans.– Development of a branding and storytelling campaign for climate action work for county. Incorporation of innovative methods, such as creative advocacy and linking desired community benefits to climate action opportunities, are desired.– Convening and event planning that supports continued community engagement with plan implementation, as well as those that bring together key stakeholders to support action development and implementation.– Strategic planning support for the department to review current responsibilities, staff capacity, staff positions, and make recommendations for changes that support current staff and County priorities as well as future department growth.– Development of a public–facing website for the database that meets accessibility standards, is easy to navigate, and is easy to maintain.– Support GIS mapping and other related resources that showcase the progress of both forward and the climate action plan, identify high–impact opportunities, support resiliency planning, and showcase local efforts that support this work.– Development and delivery of resiliency, climate action, and community–driven solutions programming and campaigns.– Finance and funding mechanisms and models.– Local government planning.– Geospatial analysis, database management, and public dashboard.(2) All questions must be submitted no later than October 29,2026.(3) An optional pre–bid meeting will be held on October 14,2026.
