(1) Vendor needs to provide economic mobility service to the government authority located in Utah. – Provide comprehensive statewide administration and operational coaching of the Raising Expectations through Accountability, Community, and Hope (REACH) initiative.– Gap Analysis: Analyzing localized socio–economic baselines to identify systemic deficits.– Partnership Development: Relationships with national organizations with the ability to align technical assistance and support community–based partnerships within the state. – Fundraising: Demonstrate ability and commitment to fundraising private dollars from national and local philanthropic entities. – Serving as the primary entity to solicit, secure, and manage private and philanthropic matching funds to scale the initiative.– Mobility Action Plans: Provide evidence of developing mobility action plans.– Data Management and Evaluation: Experience with data collection, analysis, and performance measurements.(2) All the questions must be submitted no later than August 13, 2026.
