(1) Vendor needs to provide consulting services for preparation of data center and large–load development regulatory framework to the government authority located in Lakeland, FL. – Protecting existing utility customers from subsidizing growth–related infrastructure– Ensuring that development–related costs and financial risks are appropriately assigned to the proposed development– Maintaining reliable electric, water, wastewater, and stormwater service– Protecting environmental resources and promoting responsible water and energy use– Preserving community character and protecting sensitive land uses– Promoting responsible economic development– Providing a predictable and transparent regulatory process– Establishing legally defensible development standards consistent with law– Protect Existing Utility Customers.Develop policies that ensure the costs associated with serving future data centers and other large–load developments are allocated fairly and do not shift growth–related costs to existing electric, water, wastewater, or stormwater customers.– Develop Objective Development Standards.Prepare recommendations for clear, measurable and enforceable development standards addressing site design, access, setbacks, buffering, landscaping, architecture, lighting, noise, mechanical and emergency equipment, operational performance, infrastructure requirements, ongoing compliance, decommissioning, and compatibility with adjacent land uses.– Promote Environmental Stewardship.Develop recommendations that consider air quality and waste heat, while encouraging efficient and responsible use of water and energy resources, use of reclaimed water where feasible, sustainable(2) All question must be submitted no later than September 18, 2026.
