City of Cleveland-Stop Loss RFP

November 6, 2025 To Whom It May Concern: The City of Cleveland , through its Director of Human Resources is soliciting proposals from qualified firms interested in providing Stop-Loss coverage. The City of Cleveland is seeking proposals from qualified Stop Loss vendors to provide comprehensive Stop Loss services, including but not limited to specific and aggregate stop loss insurance for the City’s self-funded medical and pharmacy benefit plans. The purpose of this RFP is to solicit detailed proposals from Stop Loss vendor who can meet our organization’s Stop Loss needs. All electronic submissions must be received no later that 5:00pm local time on Monday, December 1 st , 2025, in the OpenGov system. No proposals will be accepted after that date and time unless the City extends the deadline by a written addendum. The City reserves the right to reject any or all proposals or portions of them, to waive irregularities, informalities, and technicalities, to re-issue or to proceed to obtain the service(s) desired otherwise, at any time or in any manner considered in the City’s best interests. The Director may, at his/her sole discretion, modify or amend any provision of this notice or the RFP. The City reserves the right to review details of services with potential vendors to ensure system compatibility prior to contract award.
