(1) Vendor needs to provide deferred compensation plan evaluation and advisory services to the government authority located in Palm Desert, CA. – Provide independent deferred compensation plan evaluation and advisory services. • Plan design, guidance and oversight: Review plan documents, amendments, policies, provider and advisor agreements, fee disclosures, investment information, service reports, participant communications, payroll and administrative procedures, and available governance records.– Evaluate recordkeeping, administration, payroll integration, participant support, education, technology, cybersecurity, service levels, contract terms and provider performance.• Options and recommendations: Develop practical alternatives, which may include retaining the current arrangement, negotiating improvements, revising plan design or investments, conducting a market check, or procuring a new provider. • Plan investments evaluation and monitoring: Evaluate performance results and investment fees= relative to the appropriate benchmark and peer rankings for each investment fund option on a quarterly basis.• Incumbent provider negotiations: Develop negotiation objectives and target terms based on the assessment and market benchmarks.• Implementation and transition: Develop and manage an implementation plan, responsibility matrix, timeline, risk log and acceptance criteria.(2) All the questions must be submitted no later than November 19, 2026.
