2024 One Cent Sales Tax Program Manager

Beaufort and Jasper County both have transportation sales tax referendums that will be voted on by their respective citizens in November 2024. In advance of these votes, the Counties seek proposals from firms qualified to provide program and financial management, project management, project planning, scoping and conceptual design, utility coordination, and preliminary right-of-way coordination for these proposed 2024 1% Transportation Sales and Use Tax. Responses to the solicitation for Program Management should be provided taking into account the following: Both Counties will require Program Management services if respective sales tax referendums are successful. The contracted services may be for one, both, or a selection of each program. If both County’s referendums are successful, the overall program manager will be contracted and managed by Beaufort County, otherwise the successful County will contract with the Program Manager. The firm selected for Program Management will be excluded from being selected as prime for any design contract awarded through the respective sales tax programs. However, the selected program manager may be subconsultant for design projects with no greater than a 50% share of design work. If selected as a subconsultant, then all communication shall be between the Program Manager representative and representative of the contracted Prime Consultant. Selected Program Manager will still be able to perform construction management and CEI services for projects under the sales tax program.
