REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (CONSULTING SERVICES – FIRMS SELECTION) Country: Mongolia Project Title: Fifth Energy Sector Project (ESP-5) Grant No.: GFPP Grant No. TF0C8834 Assignment Title: Detailed Engineering Design and Preparation of Bidding Documents for the Expansion and Modernization of the Power Transmission and Distribution Grid in Ulaanbaatar and Surrounding Areas – Lot 3 Reference No.: MN-MOE-ESP5-CS-QCBS-LOT3 The Government of Mongolia has received financing from the World Bank toward the cost of the Fifth Energy Sector Project (ESP5) and intends to apply part of the proceeds for consulting services for the following consulting services. The consulting services (“Services”) include preparing the Detailed Engineering Design for the Expansion of the Electricity Transmission and Distribution System for Lot 3. The assignment will last sixteen (16) months. During this period, the Consultant shall prepare comprehensive detailed engineering designs and draft bidding documents for twelve (12) identified sub-projects under Lot 3. The Services shall be carried out in accordance with the applicable laws and regulations of Mongolia, relevant international and national technical standards, and the World Bank’s Environmental, Social, Health, and Safety (ESHS) requirements. Interested Consultants should provide information demonstrating that they are qualified to perform the Services, including: Relevant experience in assignments of similar nature, scope, and complexity, particularly in detailed design of power transmission lines and substations. Firm’s core business, years in operation, and technical and managerial capabilities relevant to the assignment; Organizational capacity, availability of qualified personnel, quality assurance and monitoring approaches, and resources available to undertake the Services; and Other supporting documentation demonstrating the firm’s qualifications and experience, as appropriate. Shortlisting criteria are as follows: Interested firms must provide evidence demonstrating that they have the required qualifications and relevant experience to perform the Services, including: General Experience: Minimum seven (7) years of continuous experience in the energy sector, with focus on the detailed engineering design of power transmission lines and substations. Specific Experience: Successful completion of at least two (2) contracts within the last ten (10) years involving the preparation of Detailed Engineering Designs for substations, overhead transmission lines, and cable lines rated at 110 kV or above, which shall have been approved by the relevant State Expert Review authority. Experience in projects financed by international financial institutions (IFIs) will be considered an advantage. Licensing Requirement: The firm shall hold valid licenses specified in Articles 8.1.3.1 and 8.1.14.7 of the Law of Mongolia on Permits (for high-complexity facility construction and engineering design). Organizational and Technical Capability: Information demonstrating the firm’s organizational structure, quality management systems, technical resources, professional capabilities and managerial capacity relevant to the assignment. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers. Only shortlisted Consultants will be invited to submit a technical and financial proposal.
