(1) Vendor needs to provide website coordinated, records management and public records services.• A records management and filing system that assists with classification, indexing, search, retention management, permissions, and audit history for current and legacy records, while requiring authorized human review for final classification, filing, retention, deletion, and legal–hold decisions;• A public records request system that supports online intake, deadline tracking, responsive–record searches, review, suggested redaction, correspondence, production, and audit documentation, with a required human–in–the–loop workflow and explicit staff approval before any disclosure, withholding, redaction, or response is finalized or transmitted;• A modern, mobile–friendly public website serving all District divisions, residents, businesses, and community partners;• Migration and organization of existing digital records, including legacy records that may have limited or inconsistent metadata; and• Improve public records request intake, search, review, redaction, response preparation, production, deadline tracking, and audit documentation• A mobile–friendly internal employee portal or intranet.• The District has limited administrative staff. The vendor's platform shall allow non–technical staff to update website content, including text, contact information, service hours, and public notices, without requiring training on a traditional content management system backend or knowledge of HTML.– Online Payment CapabilitiesThe platform should support secure online payment functionality for District services. Potential use cases include burn permits, inspection fees, public records request fees, and other future District services.(2) All question must be submitted no later than September 1, 2026.
