EXTRA-77882 - USA (Pennsylvania) - Capital Needs Assessment and Energy Audit Services - Deadline December 11,2026

(1) Vendor needs to provide capital needs assessment and energy audit services to the government authority located in PA.– Capital needs assessment requirements:– Vendor shall identify any recommended testing or assessments and incorporate the anticipated cost and timing into the CNA and, where applicable, the proposed rehabilitation scope.– Energy audit requirements:– Provide energy audit services will be expected to prepare level 2 energy audits that detail measures to reduce both development–paid and tenant paid utilities.– Analysis of consumption levels and patterns for existing energy sources (electric, natural gas, liquid propane, fuel oil, and water). A minimum of one year of bills should be evaluated.– Review of maintenance and repair records.– Review of as–built record drawings.– Summary of discussions with building management related to building performance, HVAC systems, electrical, and building envelope.– Reported occupant comfort and complaints should be included in the notes as well.(2) All the questions must be submitted no later than October 23, 2026.
