(1) Vendor needs to provide master plan service to the government authority located in Bellingham, WA. • Develop a comprehensive trail master plan to a clear vision and actionable strategy for trail development, wayfinding, access improvements, habitat conservation, and long–term stewardship.• Review existing data, existing plans and reports, maps, and regulatory context.• Online input on desired trail routes, recreational needs, and branding preferences.• Review and verification of mapped formal and informal/social trails.• Inventory slopes and hazards along existing and potential trails.• Assess unauthorized trails for closure/restoration.• Inventory of on–street connectivity and pedestrian/bicycle improvements.(2) All the questions must be submitted no later than Sep 28, 2026.
