(1) Vendor needs to provide work crew services combines paid work experience with supportiveservices to help participants build job skills, increase income, and move toward long–term housing and employment stability to the government authority located in Anderson, TN.– Crew supervision, participant support services, transportation, worksite coordination, data reporting, and other services necessary to successfully operate the program.– Program Administration• Operate a paid transitional employment program serving individuals experiencing homelessness in County.• Recruit, screen, enroll, and onboard eligible participants.• Coordinate participant referrals with County and other community partners.• Maintain appropriate insurance, including Workers' Compensation coverage for participants and staff, as required by law– Participant Support ServicesThe Contractor shall provide or coordinate supportive services designed to promote long–term employment and housing stability, including but not limited to:• Case management• Employment coaching• Job readiness training• Referrals to community resources– Work Crew Operations• Provide one or more supervised work crews as directed by County.• Maintain an appropriate participant–to–supervisor ratio to ensure safe and effective operations.• Provide qualified on–site supervisors for each work crew.• Ensure crews report to assigned worksites on schedule.• Coordinate daily work assignments with designated County staff.• Ensure all work is completed in a safe, professional, and timely manner.• Maintain attendance records and participant work hours.(2) All question must be submitted no later than September 3, 2026.(3) Contact period will be for on year.
