(1) Vendor needs to provide regional economic integration framework implementation services to the government authority located in Washington, DC.– Improve governance and regulation to attract American business and counter corrupt and unfair practices that hamper economic growth in the region, disadvantage the competitive process, and handicap companies that adhere to rule of law.– Program seeks market–based solutions that strengthen the environment for foreign investment through transparent and competitive processes, creating sustainable economic growth in critical minerals investment.– Improve mining sector governance and strengthen regulatory policies and practices in the mining sectors.– Improve transparency and licit trade.– Identify key regulatory bodies tasked with mining sector governance and conduct a political economy baseline assessment to highlight trade synergies and historical deficiencies in regulation.– Promote trusted information and communication infrastructure technology deployment.– Leverage blockchain or other technology to help establish and deploy a secure information management system that will serve as a Trade Information Portal, accessible to cross–border traders, smelters, refiners, and companies further downstream in the supply chain that require access to real–time sourcing information.– Tool could provide market actors with reliable data on the full chain of custody, including security incidents, to provide auditable proof that minerals do not finance armed conflict or support other malign actors.– Promote responsible investment exemplified by investors.– Conferences, awareness campaigns, multi–stakeholder dialogues, or communications activities as standalone deliverables.(2) The contract period will be for four years.
