(1) Vendor needs to provide school funding adequacy review services to conduct a comprehensive review of the District's funding, revenues, expenditures, and financial needs to the government authority located in Newport, CO.1. Funding & Revenue Analysis• Review the District's primary funding sources, including local appropriations, state education aid, federal funding, grants, reimbursements, and other revenues.• Analyze historical funding levels and trends and compare them with changes in enrollment, operating costs, and District responsibilities.• Evaluate the adequacy, stability, and sustainability of current funding sources.• Identify significant changes in funding that have affected the District's financial position.• Identify potential funding sources or revenues available to the District that should be considered in evaluating overall funding adequacy.2. Expenditure & Cost Analysis• Review historical and current District expenditures and identify significant cost trends and drivers.• Analyze the relationship between available revenues and the District's actual and projected expenditures.• Review major cost areas, including personnel, special education, out–of–district placements, transportation, health insurance, utilities, facilities, technology, and other significant operating expenses.3.
