(1) Vendor needs to provide optimization study service to the government authority located in Lakewood, CA. • Develop agendas and facilitate meetings with rights holders and stakeholders.• Document current groundwater pumping operations, infrastructure constraints, future planning needs, and interest and capacity to expand pumping or alternative operation scenarios.• Review and reconcile stakeholder input with existing planning documents and input.• Identify opportunities for alignment or integration with, as well as potential policy, operational, or infrastructure incompatibilities.• Evaluate infrastructure needs for conveyance, treatment, and storage to support expandedreplenishment and extraction and identify any cost sharing opportunities for infrastructure needs.• Develop a comparison matrix using technical feasibility, basin yield benefit, infrastructure complexity, stakeholder support and cost–effectiveness.• Develop phased implementation recommendations.(2) All the questions must be submitted no later than Aug 7, 2026.
