(1) Vendor needs to provide master plan and feasibility study service for advanced space, defense and intermodal hub to the government authority located in Alamogordo, NM. – The selected consultant will deliver a phased, 20–year master plan and implementation roadmap.– Map the state spaceport's historical and projected suborbital flight hazard footprints (under 14 CFR Part 450) to determine the exact boundaries where industrial development and employee populations pose an Expected Casualty (\(E_{c}\)) safety risk.– Optimal Park Footprint Recommendation: Based on safety, hazard, and airspace mapping, provide a formal recommendation for the park's total acreage and geographic layout (e.g., whether to proceed with the full 25 square miles, downsize to a safer standard footprint, or utilize a decentralized “cluster“ layout).– Advanced Workforce & STEM Talent Study: Quantify the local and regional labor pool within a 90–minute commute radius.– Vertiport Siting & Infrastructure: Identify optimal locations within the recommended footprint for a central vertiport hub, including high–voltage grid connections for fastcharging, pad geometry, and safety buffers.– Infrastructure, Rail Connectivity, & Multi–Modal Cross–Border Logistics– Master Planning, District Layout, & Zoning Concept(2) All the questions must be submitted no later than November 2, 2026.
