(1) Vendor needs to provide economic development and competitiveness strategic plan development services.1. Identify competitive advantages, growth opportunities, and emerging risks and constraints to meeting growth opportunities;2. Establish a framework to support priority sector growth, innovation, and investment attraction;3. Propose evidence–based, well–defined interventions to further inclusive economic development across regions and populations, including rural communities, Tribal nations, and historically marginalized populations;4. Recommend actionable policy, programmatic, and investment priorities; and5. Develop an implementation roadmap of those priorities with specific, measurable outcome and performance metrics.– Project initiation and work planning– Economic competitiveness assessment– Partner engagement and consultation(2) All question must be submitted no later than July 23, 2026.
