(1) Vendor needs to provide HR and financial systems scoping, planning and technology decision assessment service. – Conduct an enterprise–wide HR and financial systems scoping, planning and technology decision assessment and to develop a recommended modernization strategy, including system sequencing, procurement approach and implementation roadmap. • High level current–state and maturity assessment: Complete a high–level assessment of the HR and Finance systems, processes, data, integrations, manual workarounds, risks, technology constraints, organizational readiness and maturity. • Business needs and prioritization: Validate and prioritize future–state HR and Finance capabilities based on business value, urgency, risk, regulatory requirements, employee/customer experience, process maturity, dependencies and implementation complexity.• Market assessment: Identify relevant HR, ERP and platform solutions appropriate for agency's size, complexity, public–sector requirements and modernization objectives.• Solution and sequencing strategy: Evaluate viable modernization scenarios, including HR–first, Finance–first, integrated ERP/platform with phased implementation and best–of–breed/hybrid approaches.• Procurement transformation alignment: Treat the agency as an existing parallel modernization initiative.• Roadmap and HR/FIN systems procurement strategy: Develop an integrated, phased roadmap covering procurement, implementation, stabilization, legacy–system transition, and major dependencies.(2) All the questions must be submitted no later than November 19, 2026.
