No PK-FBR-565387-GO-RFB Issuance Date: 23rd August 2026 Bid Submission Date: 6th October 2026 (Pakistan Standard Time) Bid Submission Time: 11:30 AM The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Pakistan Raises Revenue Program (PRRP), and the Federal Board of Revenue intends to apply part of the proceeds toward payments under the contract(s) for Procurement and Installation of Generators for Digital Enforcement Stations (DES) at Indus Sites, Phase-I (10 DES Sites) . The procurement comprises the following three (03) Lots: Lot No. Description of Goods DES Sites No. of Sites 1 DG Sets & Allied Components, including Installation, Testing and Commissioning DIK-Hakla Motorway M-14 (CPEC); Kalabagh Bridge; Jinnah Bridge; Chashma Barrage 4 2 DG Sets & Allied Components, including Installation, Testing and Commissioning Guddu Barrage; Kotri Bridge 2 3 DG Sets & Allied Components, including Installation, Testing and Commissioning Sehwan (Aral Bridge); Sehwan Bhan Saeed Abad; Khurkera; HUB (Mygarhi or Chleghezi Cut) 4 Total 10 2. The Federal Board of Revenue now invites sealed Bids from eligible Bidders for the procurement and installation of DG Sets and Allied Components at the DES Sites specified above. Bidders may submit Bids for one Lot, any combination of Lots, or all three Lots. Each Lot shall constitute a separate Contract. A Bidder may be awarded one or more Lots, subject to meeting the applicable aggregate qualification requirements for the respective Lot or combination of Lots. Where a Bidder participates in more than one Lot, the award shall be determined based on the best economic combination to the Purchaser, in accordance with the evaluation and qualification criteria specified in the Bidding Document. 3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB), One-Envelope Bidding Process , as specified in the World Bank's Procurement Regulations for IPF Borrowers , Fifth Edition, September 2023 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from the Procurement Specialist, Pakistan Raises Revenue Project (PRRP) at the email address specified below during 10:00 AM to 4:00 PM (Pakistan Standard Time) on working days . Requests for clarification shall be submitted within the period specified in the RFB. 5. The Bidding Document, in English, may be downloaded free of cost from the Federal Board of Revenue's tender webpage (www.fbr.gov.pk/tenders). Interested eligible Bidders may also obtain/collect a hard copy of the Bidding Document, free of cost, from the office of the Procurement Specialist at the address specified in paragraph 10 below, during official working hours from 10:00 AM to 4:00 PM (Pakistan Standard Time) on working days. 6. A Pre-Bid Meeting shall be held on 31st August 2026 at 11:30 AM (Pakistan Standard Time) at FBR House, Constitution Avenue, Islamabad. Bidders may also participate virtually through the link provided in the RFB. 7. Bids must be delivered to the address specified below on or before 6th October 2026 at 11:30 AM (Pakistan Standard Time) . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened immediately after the Bid submission deadline in the presence of Bidders' designated representatives and anyone who chooses to attend at the address specified below. 8. Each Bid shall be accompanied by a Bid Security in the amount specified below and in the form(s) permitted under the Bidding Document: 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder's beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the Bidding Document. 10.
