(1) Vendor needs to provide English learner program support services to the government authority located in MI. – Contractor to conduct budgetary review and approval of submitted applications, to review associated reports, and to provide related technical assistance to support the implementation of funding and programming requirements.– Knowledge and experience: – Contractor must be knowledgeable of budgetary processes and be able to demonstrate that knowledge. – Contractor must be knowledgeable of English learner program requirements and be able to demonstrate that knowledge.– Contractor must be knowledgeable of the fiscal principles of reasonable, necessary, and allocable, and be able to demonstrate that knowledge. – Contractor must have experience working in grant systems. – Populations manager English learner consultant, and the fiscal unit analyst to execute the budgetary, reporting, and reporting review processes.(2) All the questions must be submitted no later than September 17, 2026.
