(1) Vendor needs to provide construction manager at risk services to the government authority located in Richmond, VA. – Provide Construction Manager at Risk (CMAR) preconstruction and construction services for the consolidated security screening checkpoint project at agency. – Provide early design–phase support, constructability and phasing expertise, cost estimating, schedule development, trade–contractor procurement support, guaranteed maximum price development, and complete construction management services for the project.– The project will consolidate the agency's two existing security screening checkpoints into a single centralized checkpoint and will include related administrative, support, passenger–processing, circulation, and building–system improvements. • Preconstruction services:– Recurring constructability, completeness, coordination, clash–detection/BIM, cost, and schedule reviews as the design progresses.– Development and monthly maintenance of a detailed Project schedule, including design decision dates, permit activities, enabling work, long–lead procurement, trade bidding, construction phases, commissioning, and closeout.– Development of detailed phasing, logistics, temporary facilities, temporary systems, passenger–flow, and continuity–of–operations plans.– Investigation and validation of existing conditions, infrastructure, and utilities, including coordination of subsurface utility engineering and exploratory work as required.• Construction services:– Manage, coordinate, supervise, and safely execute all construction while maintaining Airport operations, security, and passenger service.– Provide adequate management staff, labor, materials, equipment, and supervision consistent with the approved staffing plan and project schedule.– Obtain permits and approvals and coordinate with authorities having jurisdiction.– Provide and administer a secure web–based project management system for communications, submittals, RFIs, change management, payment documentation, schedules, logs, and records.– Maintain the approved baseline schedule, provide monthly updates and recovery plans, and identify changes to critical path, float, milestones, and completion dates.(2) All the questions must be submitted no later than September 10, 2026. (3) An optional Pre–bid meeting will be held on September 3, 2026.
