Specific Procurement Notice Request for Bids Small Works (One-Envelope Bidding Process) Country: Republic of Moldova Name of Project: Moldova Rural Connectivity Project Contract Title: Development of measures to increase Road Traffic Safety, (defined as “Black Spots”) on the following road sectors: 1) R30 Anenii Noi – C ueni - tefan Vod – Ukrainian Border , km 55+700 – km 56+700; 2) R6 Chiinu – Orhei - Bli, km 47+300 – km 48+300; 3) R6 Chiinu – Orhei - Bli, km 35+500 – km 36+500; 4) R6 Chiinu – Orhei - Bli, km 33+000 – km 34+000; 5) R3 Chiinu – Hînceti – Cimilia - Basarabeasca – Ukrainian Border, km 28+800 – km 29+800. Loan No. 9672-MD/Credit No. 7538-MD RFB Reference No.: MRCP/W9/01 1. The Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Rural Connectivity Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Development of measures to increase Road Traffic Safety”. 2.The “National Road Administration” (NRA) now invites sealed Bids from eligible Bidders for the Development of measures to increase Road Traffic Safety under MRCP/W9/01, inclusive of all the necessary road improvement activities such as earthworks, road pavement rehabilitation/widening, repair works to structures, intersections, structures, drainage, incidental and safety facilities, road marking, signing and sidewalks. The development of Measures to increase Road Traffic Safety comprises 5 different locations on the national roads, in the districts of tefan Vod, Orhei, and Hnceti. The Scope of measures includes as provided below: Over 11.600 cub.m of Earthworks; Over 561 cub.m of asphalt concrete milling to any depth; Over 4.600 square meters of foundation layer mixture of cement-stabilized aggregates; Over 4.700 tonnes of asphalt; Over 1.100 linear meters of Crash Barrier (type New Jersey) Over 1.350 linear meters of paved waterways; Over 4.400 linear meters of guardrail installation; Over 340 pcs of sign installation; Over 6.100 square meters of road marking application; Over 2.400 square meters of sidewalk construction; Over 660 pcs of marker posts. 3.Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), Small Works, as specified in the World Bank’s “Procuremen t Regulations for IPF Borrowers - Procurement in Investment Projects Financing; Goods, Works, Non-Consulting and Consulting Services”, revision September 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from National Road Administration and inspect the bidding document during office hours - between 09:00 to 16:00 at the address given below . 5. Registration will be completed when a potential Bidder receives a registration number from the Employer. The potential Bidder may elect on the Registration Form to receive the Bidding Documents, or any amendments or clarifications to the Bidding Documents, in the following manner: free of charge via e-mail on submission of a request at the address below, and free of charge in electronic format at the address below. 6. Bids must be delivered to the address below on or before 10:00 am, November 9th, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10:30 am, November 9th, 2026 . 7. All Bids must be accompanied by a Bid-Securing Declaration. 8.
