(1) Vendor needs to provide utility bill printing, postage and mailing service to the government authority located in Riverside, CA. – To provide utility bill and customer communication production, inserting, printing, mailing, tracked delivery, image archive services, and postage administration services.– Securely receive billing and customer communication files generated by agency customer information system, currently CIS Infinity, and process the files in accordance with agency approved document layouts, business rules, mailing instructions, and production schedule.• Secure electronic receipt and processing of production files.• Printing of regular utility bills, notices, letters, packets, and multi–page customer communications.• Folding, selective inserting, envelope preparation, and manual assembly when required.• Printing, receiving, storing, and inserting customer communication materials.• Postal preparation, presorting, postage administration, and delivery to the state Postal Service.• Production and tracked delivery of designated notices through an agency–approved carrier.• Postal address validation and correction reporting.• Secure image archive services for documents and inserts produced under the contract.• Implementation, testing, ongoing support, business continuity, and contract transition services.– A typical mailing may include a bill, letter or statement, return envelope, and one or more inserts placed into an approved outgoing window envelope.(2) All questions must be submitted no later than August 20, 2026.
