(1) Vendor needs to provide owner’s representative services to the government authority located in St. Louis, MO. – Provide dedicated owner's representative services in support of a potential bond program.– The owner's representative shall advise, assist, coordinate, monitor and report on behalf of the agency throughout the assigned phases of the bond program.– Help convey agency decisions and information to architects, engineers, construction managers, contractors, consultants and other project participants in a timely manner to promote orderly progress of the program.– Serve as the agency's owner's representative for assigned bond–program activities and coordinate communication among the agency, design professionals, construction managers, contractors, consultants, vendors and other project participants.– Review agency bond planning information, project descriptions, program requirements, existing facility information, agency criteria and known assumptions.– Monitor design progress from the agency's program, budget, schedule, phasing, operational, maintainability and owner–criteria perspective. – Review design and construction documents for general consistency with agency program requirements, agency standards, bond scope, budget, schedule, procurement strategy, phasing and operational needs.– Assist with review of contractor payment applications, progress estimates, supporting documentation, lien waivers, releases, stored–material documentation and related backup, identify discrepancies or concerns and provide payment recommendations to the agency.(2) All the questions must be submitted no later than September 30, 2026.
