(1) Vendor needs to provide transit emergency response plan service to the government authority located in Everett, WA. – Assess existing emergency preparedness capabilities, identify gaps, and develop a robust, actionable Emergency Response Plan and Continuity of Operations Plan optimized for agency’s operational environment.– Emergencies pose operational, safety, financial, and reputational risks that must be addressed through structured preparedness and coordinated response.– The selected consultant will develop a comprehensive Emergency Response Plan that incorporates immediate response procedures and return–to–service strategies.A. Gap Assessment of Existing Conditions• Prepare a formal Gap Analysis Report documenting strengths, weaknesses, and recommendations.• Review existing emergency procedures, SOPs, safety manuals, security plans, and agency emergency management documents.B. Hazard Identification and Emergency Planning Framework• Identify relevant hazards, threats, and emergency scenarios for all facilities.• Define emergency classification levels and activation triggers.• Develop incident management structure and escalation pathways aligned with agency Emergency Management planning. These documents will be made available to the selected consultant.C. Transit–Specific Emergency Scenario• Serious bus collisions and mass casualty incidents.• Active shooter scenarios.• Hazardous materials events involving fuel or battery electric buses.• Significant regional or local weather events affecting transit operations.• Seismic event impacts on routing and service delivery.D. Emergency Response Procedures• Develop evacuation, shelter in place, lockdown, crisis stabilization, and facility–specific response procedures.• Produce role–specific Standard Operating Procedures (SOPs) for operators, dispatch, supervisors, maintenance, and station staff of various scenarios.• Integrate communications workflows (internal, external partners, and public–facing).(2) All the questions must be submitted no later than September 14, 2026.
