(1) Vendor needs to provide comprehensive plan strategic growth element housing needs assessment services to the government authority located in Fremont, CO.1. Produce a compliant local using the most current required methodology, statutory outputs, baseline data, and displacement–risk analysis.2. Quantify existing and ten–year projected housing needs by tenure, income category, dwelling type, and specialized housing need.3. Explain the relationship among housing, employment, wages, commuting, economic development, population change, infrastructure, and development feasibility.4. Create clear, accessible maps, tables, graphics, and summaries that can be used by residents, policymakers, housing providers, developers, employers, and grant agencies.5. Identify a fiscally and operationally realistic framework for compact growth, infill, redevelopment, infrastructure sequencing, and future residential development.– Demographic, household, employment, and economic analysis1. Analyze historic and projected population change, migration, age, race and ethnicity, disability, household size and type, tenure, income, and other characteristics affecting housing need.2. Estimate the current number of households and ten–year household growth using the most current State Demography Office data and other defensible sources– Housing inventory, production, and market conditions1. Evaluate building permits, completions, demolitions, conversions, absorption, planned or entitled projects, subdivision activity, and historic production trends.2.
