(1) Vendor needs to provide strategic plan consulting services.1. Effective collaboration and project management:– Attend meetings, develop materials, make presentations, and produce reports and other documents of key activities and findings.– Provide regular communications to key stakeholders, including elected officials, community groups, and the general public.– Design, manage, and implement public involvement and outreach strategies and revise these if necessary to meet project objectives and achieve outcomes.– Facilitate a variety of events that engage the community in this process.2. Communications and outreach plan:– Develop a plan to engage, involve, and collaborate directly with the public, including five focus groups/listening sessions (two with residents, one with community partners, one with elected officials, and one with township staff), and ways to engage community members who do not typically participate in civic dialogue.– Design and conduct a statistically valid community survey. The statistically valid survey will be conducted first, then the same questions will be used in an open community survey, as well as surveys for township employees and elected officials.3. Analysis and findings:– Perform an analysis of the township’s current strengths, weaknesses, opportunities, threats (SWOT), any emerging and projected trends, and evaluate potential impacts.4. Maintenance of strategic plan:– Develop goals, recommend processes, policies, and timeframes to maintain and ensure the resulting plan is a living, actionable document that elected officials and leadership team may use as guidance for future decision making.(2) All question must be submitted no later than September 18, 2026.(3) A contract period will be for one year.
