(1) Vendor needs to provide zoning ordinance rewrite service to the government authority located in Virginia Beach, VA. – Develop an engagement plan, including meeting facilitation and summary memoranda for engagements.– Project initiation and zoning ordinance audit.– Conduct and facilitate work sessions and public hearings with planning commission and city council at key project milestones.– Consultant shall evaluate, restructure, and rewrite the city's zoning ordinance to ensure effective implementation of the comprehensive plan.– Development of a clear and logical organizational structure for the revised zoning ordinance.– Prepare a complete draft zoning ordinance consistent with approved framework, structure, and direction provided by city staff.– Preparation of presentation materials for planning commission hearings.(2) All the questions must be submitted no later than August 19, 2026.
