(1) Vendor needs to provide comprehensive fee study and overhead allocation plan service to the government authority located in Cedar, UT. • Review the city's existing user fees and charges and their supporting cost structures.• Determine the direct and indirect cost of providing each applicable fee–supported service.• Calculate current cost recovery and identify fees that are below, near, or above the city's selected recovery targets.• Recommend fee changes, new fees, eliminated fees, and policy options where appropriate.• Separate cost–of–service analysis from city policy decisions regarding desired cost recovery.• Provide an editable fee model and allocation model that city staff can maintain.• Develop a comprehensive overhead or cost allocation plan identifying central service costs and appropriate allocation bases.• Provide implementation guidance, staff training, and city council presentations.(2) All the questions must be submitted no later than September 15, 2026.
