(1) Vendor needs to provide website design, development, hosting, implementation, migration, maintenance, support and replacement service using content management system. • Deliver a distinctive, photo–forward, modern website consistent with the city branding guide while preserving familiar visual and information–design elements; avoid a generic, cookie–cutter municipal template.• Replace with a secure, supported, accessible, vendor–hosted and editor–friendly CMS without a preferred platform or prescribed technology stack.• Make the designed interface and vendor–created components conform to WCAG 2.1 Level AA at launch and provide an ongoing accessible–authoring and document–accessibility pathway• CMS browser–based page creation/editing, drag/reorder content and accessible reusable components• Page ownership, stale–content reports/reminders and content governance dashboard.• CMS–owned searchable digital asset/document library for PDFs, images and other approved files, with folders/tags and easy linking.• Import/syndication or compatibility for existing Google Calendar event sources; past and future events are required for migration• External links and responsive, accessible embeds for existing Laserfiche forms, GIS, maps, online payments and other third–party services.• AI–powered resident Q&A chatbot grounded in approved City website content, with citations/source links, privacy controls and human handoff.• User–facing search analytics, top tasks, content downloads, searches yielding no result and accessible analytics dashboards.(2) Pre–bid meeting will be held on Nov 18, 2026
