CHILD STUDY EVALUATION/ CASE MANAGEMENT & TESTING Project #CC 25-004B A. PURPOSE The Bridgeton Board of Education (board) is seeking competitive proposals from qualified firms/agencies to provide a comprehensive independent child study team evaluation on children referred on an “as needed” basis. Evaluations shall determine if the referred pupils are educationally handicapped as defined in N.J.A.C. 6A:14. B. SCOPE OF SERVICE All evaluations shall be conducted in the dominant language of the referred child and shall include the following: Psychological examination Educational assessment Social assessment Comprehensive health appraisal Case Management IEP Management Initial Evaluation/Referrals as needed Eligibility Management Review IEP & re-evaluate 3-5 Days a week Attend Required Meetings The Contractor shall provide to the parents of referred pupils a written description of the procedure that may be used during the evaluation along with notification of the availability of a copy of the student’s and parent’s rights as set forth in N.J.A.C. 6A:14. All CST communication materials shall be printed in the dominant language of the referred child’s family. The Contractor’s child study team, at an interpretative conference, will determine pupil eligibility for supplemental education services and will classify each pupil found to be educationally handicapped N.J.A.C. 6A:14. The Child Study Team conference shall be conducted in the dominant language of the referred child’s family . The Contractor shall provide, at an additional cost the required specialist when any of the following classifications are recommended by the team upon completion of its testing: Auditory handicapped (Audiologist) Behavior disorder (Psychiatrist) Neurologically impaired (Neurologist) Neuro developmental assessment Socially maladjusted (Psychiatrist) N.J.A.C. 6.28-1.8 (h), etc. The Contractor shall develop an Individualized Education Program (IEP) for each classified child at a meeting to include the basic child study team, one or both of parents of the child’s legally appointed guardian, and the child’s teacher(s). The IEP program and format shall conform to the requirement of N.J.A.C. 6A:14. The Contractor in collaboration with the District, shall provide the local school district and parent with a copy of the Classification and Individualized Education Program (IEP). A copy will be provided to the out of district administrator with the written permission of the parent. When an evaluation is completed and does not result in classification, the Contractor in collabo- ration with the District, shall notify the parent or school administrator in writing of the team’s determination and their recommendations as set forth in N.J.A.C. 6A:14. Each evaluation shall, to the extent feasible, be carried out in the pupil’s native language. The Contractor shall provide their professional staff all necessary test materials and protocols. All professional personnel employed by the Contractor shall possess the appropriate New Jersey certification(s). The Contractor shall have a copy of each employee’s Criminal History Re- view (CHR) certificate and shall submit a copy of the certificate to the District prior to the start of services. No employee of the Contractor assigned to this contract shall be a full-time employee of the District. All cases assigned to the Contractor shall be completed within forty-five (45) days of receipt of such referral, unless extended pursuant to N.J.A.C. 6A:14. The Contractor shall have access to, and the district shall make available, copies of all previous evaluations when necessary in the performance of the Contractor’s services. At the request of designated District Administrators, the Contractor shall provide an explanation and interpretation of the function of the child study team. The Director of the firm/agency shall monitor and supervise the writing of all reports by his/her staff prior to submission to the District and out of District administrator. Contractor shall be an approved Clinic by the Department of Education to provide the services requested in this RFP. The Contractor shall have evaluators on staff to perform all services requested in the RFP.
