(1) Vendor needs to provide compensation and staffing study services to the government authority located in Independence, MO.1. Organizational structure and position identification:– Evaluate the existing organizational hierarchy and programs.– Determine what specific positions the department should maintain, modify, or eliminate to align with modern policing best practices.2. Staffing levels:– Current staffing efficiency analysis– Determine the optimal number of sworn and non–sworn positions needed at each rank and civilian classification level (e.g., officers, sergeants, captains, command staff, support personnel).– Examine current growth trends and develop staffing projections.3. Shift and schedule optimization:– Analyze current operations and services for all functions within the department, including analysis of workloads, service levels, staffing, scheduling and deployment.– Conduct a comparison of current services and service levels to identify areas of improvement needed to achieve efficiencies.4. Assignment and unit allocation:– Analyze current staffing levels and scheduling for all functions within the department to handle law enforcement workloads based on factual assessment of department operations.5. Compensation and market benefits analysis:– Conduct a market salary and benefits survey comparing the department with peer law enforcement agencies.– Recommend equitable and competitive compensation levels for all proposed positions to mitigate turnover and enhance recruitment.(2) All question must be submitted no later than October 06, 2026.(3) A contract period will be for one year.
