CONS-24704 - USA (Portland, Oregon) - Construction Cost Verification and Audit Services - Deadline November 18,2026

(1) Vendor needs to provide construction cost verification and audit services to the government authority located in Portland, OR. – Consultant shall provide the CM/GC Construction Contract Cost Verification Services for Agency in order to verify the actual costs of construction and to otherwise ensure the Contract costs are allowable, properly allocated and reasonable. – These services include reviews, validations and audits of Project records in accordance with the CM/GC Contract and construction and preparation of resulting reports and findings. • Cost Verification: Review Project records (including invoices, labor documents and timesheets, and vendor/subcontractor billings) in accordance with applicable Contract documents (including Clarifications and Assumptions, Cost Breakdowns, Change Orders and Administrative Change Orders (Subsection 6.12.3)to validate actual costs paid match claimed amounts and are accounted for appropriately. • Allowable vs. Unallowable Costs: Review contract terms to ensure charges, markups, and fees are accounted for appropriately, allowable, and not otherwise double–billed inside cost–reimbursable lines.• Open Book Subcontractors: Audit open–book pricing for subcontractors subject to open book pricing• Implement a strategy and schedule for management of its services and deliverables to effectively manage coordination between Agency and Consultant.• Implement a financial verification and construction cost audit strategy for each review.• Attend a “kick off” meeting with Agency and others as appropriate; hold and attend periodic meetings as needed throughout and at the conclusion of each review.• Obtain all necessary Project records and perform non–site and off–site procedures to fully accomplish programmatic objectives.(2) Pre–bid meeting will be held on October 29, 2026.
