(1) Vendor needs to provide demographic assessment and optimization planning services to evaluate current needs, project future growth, and ascertain facility conditions and educational adequacy to develop a long–range facility optimization plan to the government authority located in Aiken, SC.• The work shall include a thorough and in–depth current state analysis, forecasting of growth and enrolment patterns, and the creation of a methodical, long–range facility optimization plan that is based on reliable data so the district is able to strategically allocate facility and capital resources to efficiently and effectively meet current and future demands.• Ensuring school capacities are maximized based on projected enrolments to ease issues of overcrowding.• Ensuring facility space is adequately used to meet target class sizes for each grade level.• Ensuring grade level configuration and class scheduling maximizes facility use.• Identifying existing space that may be converted to other uses.• Identifying areas within each facility where renovation, demolition, or expansion will expand and improve facility use.• The firm will be required to utilize an educational adequacy assessment to score each facility to develop an overall strategy to address each facility’s: (a) capacity for growth, b) modernization and renovation needs, and c) major system maintenance and replacement needs. The desired outcome is a portfolio of the district’s facilities that identifies the current state of each building and the condition and life cycle of major building systems.• Ability to support standard school programs from academic core areas to special education needs, visual arts, performing arts, and physical fitness.• Technology and other infrastructure to support varied modes of instruction.• Security and supervision.• Provide an overview of the current state of the district’s facility utilization, condition, and educational adequacy.• Recommend a strategic plan for facility optimization by expanding or renovating existing locations to achieve educational adequacy and facility use goals that align with projected growth.• Recommend future land acquisitions, to include acreage for new facilities in areas of growth.• Recommendations for facility utilization that includes a plan for future land acquisition, if required.(2) All question must be submitted no later than October 14, 2026.(3) A contract period will be for one year.
