(1) Vendor needs to provide community solar subscriber coordination services to the government authority located in Columbia, MD.• End–to–end subscriber acquisition, enrolment and onboarding.• Customer service and account management.• Utility coordination, allocation management, and billing verification for both county and subscribers.• Compliance reporting in accordance with applicable state and utility requirements.• Obtaining and managing subscriber documentation to prove low–income status (likely only for the landfill community solar project subscribers, for the purposes of federal reporting to obtain the low–income adder tax credit).• Compensation of partnering nonprofits for referrals.• Ongoing subscriber acquisition as needed over the lifetime of the project to address subscriber churn.• Platform setup and operational readiness (timeline to be proposed by contractor).• Subscriber acquisition and enrolment (timeline to be proposed by contractor).• Customer service and account management.• Utility coordination, allocation management, and billing verification.• Reporting to the county and for state/utility compliance purposes.• Comply with all data security and privacy requirements and notify the client of any breaches within 24 hours.• Obtaining and managing subscriber documentation to prove low–income status (likely only for the landfill community solar project subscribers, for the purposes of federal reporting to obtain the low–income adder tax credit).• Compensation of designated non–profit partners on a per subscriber basis for subscription referrals and income–verification documentation.• Customer portal with real–time data access.• Monthly performance reporting.• Subscriber enrolment documentation.(2) A pre–bid conference will be held on August 05, 2026.(3) All question must be submitted no later than August 06, 2026.(4) A contract period will be for one year.
