(1) Vendor needs to provide comprehensive plan update service to the government authority located in Rock Hill, MO. – Develop and update to the agency’s existing 2003 comprehensive plan or develop a fully new comprehensive plan, depending on the agency’s recommended approach, methodology and cost structure. – The new, updated plan will provide vision, goals, objectives, and policies that will lead the agency’s elected officials, property owners, developers, staff, and the residents of the agency’s growth and redevelopment.• The comprehensive plan update process should consider the examination of and recommendations on the following concepts for inclusion within the final updated comprehensive plan:– Community Profile– Sustainability and the Environment– Built Environment and Urban Design– Neighbourhood Enhancement and Reinvestment into the Community– Transportation and Mobility– Public Safety– Land Use– Parks and Open Space– Arts and Tourism– Infrastructure– Goals, Recommendations, and Strategies– Implementation and Plan Update(2) All the questions must be submitted no later than August 27, 2026.
