(1) Vendor needs to provide transportation planning, programs and communications support services to the government authority located in Walnut Creek, CA.1. Planning:– Modelling Support and Analysis includes support for the authority’s travel demand modelling activities, including both the legacy trip–based countywide model and the activity–based model, and analysis of transportation data from big data vendors, model output, transit providers, or other sources.2. Active transportation:– Bicycle and pedestrian planning include support for implementing or updating the countywide bicycle and pedestrian plan and related funding programs and policies.– Micromobility includes support for the authority’s micromobility and last–mile/mobility hub planning efforts, including developing policy, guidance and resources for local agencies.3. Programs:– This includes needs assessments, service concept development, program evaluation, cost, eligibility, and ridership modelling, eligibility framework design, and comparative analysis of peer–agency programs.4. Transportation demand management programs:– Implement walk n roll program, including program administration, reporting, outreach, volunteer training and site visits. Oversee app subscription for tracking program use.5. Data analytics and systems:– Provides intelligent transportation systems planning and deployment support, systems engineering and strategic technology planning, broadband and communications infrastructure planning, and transit signal priority and emergency vehicle priority planning and deployment support.– Provides GIS and spatial analysis support for planning and programs to support planning, programs, and communication efforts, including project mapping, analysing travel demand model output, and spatial analysis of transit routes, evacuation routing, and mobility hub locations.– Provides data analysis across planning and programs to support evaluation, including data methodology creation, data engineering and aggregation, data dashboard design and development for operational oversight and performance measurement, including those built for specific transportation programs, where participation/ridership, eligibility, trip data, and equity outcomes must be tracked across multiple providers and funding sources.
