GOVERNMENT OF THE PUNJAB PUNJAB CLEAN AIR PROGRAM | PCAP PLANNING & DEVELOPMENT BOARD Request for Expression of Interest (REOI) Hiring of Consulting Firm for Carbon Credit Monetization – Programme Development in the Transport Sector and Recycling and Reuse of End-of-Life Vehicles/Scrap Waste Sector Country: Pakistan Project: Punjab Clean Air Program (PCAP) Credit No: 7735-PK Reference No.: PK- CMU-PCAP-577971-CS-QCBS Assignment : Carbon Credit Monetization – Programme Development in the Transport Sector and Recycling and Reuse of End-of-Life Vehicles/Scrap Waste Sector under PCAP Duration : 03 Years (Extendable) Contract Type : Lump Sum Government of the Punjab has received financing from the International Development Association (IDA) towards the cost of the Punjab Clean Air Program (PCAP), Credit No. 7735-PK. PCAP aims to strengthen air quality management and reduce PM. exposure, including through low-emission transport and related interventions. Part of the financing is intended to be applied to the consulting services described below. The Coordination & Monitoring Unit (CMU) Punjab Clean Air Program (PCAP) intends to hire the Consultancy Services for Carbon Credit Monetization – Programme Development in the Transport Sector and Recycling and Reuse of End-of-Life Vehicles/Scrap Waste Sector under PCAP. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Shortlisting Criteria At least five (05) years of relevant institutional experience in carbon markets, carbon credit programme/project development, GHG emissions accounting, monitoring, reporting and verification (MRV), and the successful issuance of carbon credits, covering the transport and waste/recycling sectors (Letter of Incorporation of firms will be required). Should have completed at least three (03) similar projects in private sector / public sector / donor funded projects of comparable scale and complexity (Copies of verifiable of similar nature of contracts with copies of notification of award and/or contracts and full address and contact information of the employer) . Should have sufficient HR / managerial capacity and expertise in the areas covered in the TORs . [CVs will not be evaluated at the shortlisting stage]. Consultants may associate with other firms to enhance their qualifications and shall clearly indicate whether the association is a joint venture or sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected. The Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the applicable World Bank Procurement Regulations.
