(1) Vendor needs to provide creative services. – The Creative Services Vendor will use results of agency research and lessons learned to develop the creative components for a marketing campaign that pushes the agency brand forward, increasing brand awareness to reach multiple target audiences in an effort to increase enrolments.– Creative Services activities should contemplate:• The retention of existing customers• Acquisition of new customers• Marketing to consumers; both current enrolees and potential marketplace customers• Digital advertising and retargeting activities• Campaign tracking and performance metrics• Targeted broadcast advertising to maximize budget– Work Include:• Media buying• Creative concepts and execution of traditional and non–traditional media assets• Creative templates (social, print ads, collateral) for internal use• Additional research, as needed• Search Engine Optimization (SEO), including Answer Engine Optimization (AEO) and Generative Engine Optimization (GEO)• Strategy Collaboration• Brand review(2) All the questions must be submitted no later than September 29, 2026.
