(1) Vendor needs to provide update city’s traffic signal communication master plan service to the government authority located in Rancho Cucamonga, CA. – Provide update and modernize the city’s traffic signal communications infrastructure plan, evaluate Traffic Management Center (TMC) operational and technological best practices, and develop a comprehensive useful life or replacement assessment for all traffic signal equipment.– Communications Infrastructure Inventory and Assessment:• Perform a field inventory of existing communication infrastructure including fiber optic cable, splice points, handholes, hubs, wireless radios, network switches, serial/IP devices, and back–up power systems.• Document existing network architecture including topology, bandwidth capacity, routing protocols, cabinet communication devices and central system interfaces.– Traffic Signal Communications Master Plan Upgrade:• Develop updated communications architecture using modern design standards (e.g., NTCIP, TCP/IP based systems, network segmentation, cybersecurity layering).– Traffic Management Center Best Practices Evaluation:• Conduct a comprehensive assessment of existing software, hardware, physical layout, network connectivity, operational procedures, and staffing practices.– Traffic Signal Equipment Useful Life Assessment:• Inventory and document the condition, age, model, and functionality of all traffic signal components.• Communication devices, switches, radio, and modem equipment.• Develop replacement criteria considering reliability, safety, obsolescence, and product part availability.(2) All the questions must be submitted no later than August 10, 2026.
