EXTRA-78279 - USA (New Jersey) - Concept Development Service - Deadline November 17,2026

(1) Vendor needs to provide concept development service. – The consultant shall conduct all activities necessary to advance a project from problem screening into concept development, including:A. Purpose and need development:• Draft a well–defined and justifiable purpose and need statement focused on the primary transportation deficiency.• Support agency in coordination with stakeholders, local officials, and subject matter experts (SMES).B. Data collection & existing conditions analysis• Collect roadway, bridge, traffic, environmental, row, utility, crash, pavement, and drainage data.• Conduct appropriate field investigations, surveys, and reconnaissance.C. Alternatives Analysis• Develop a reasonable number of sensible, practical, constructible conceptual alternatives.• Evaluate alternatives based on traffic performance, environmental impact, constructability, utility conflicts, row, cost, and community support.• Identify risks and mitigation strategies.D. Preliminary Preferred Alternative (PPA) selection:• Support agency in stakeholder coordination leading to concurrence.E. Concept development documentation & approvals• Prepare the concept development report and all supporting analyses.• Assist agency in obtaining concept development approvals.• Perform limited pre–environmental tasks if required and justified.• For “limited scope” projects, apply exclusions or truncation of cd activities where appropriate.(2) All the questions must be submitted no later than November 10, 2026. (3) The contract period will be for three years.
