(1) Vendor needs to provide wastewater utility rate study service to the government authority located in Marshfield, WI. • Study is to conduct a financial analysis of the wastewater utility to ensure that the rate structure generates sufficient and equitable revenue to support ongoing operations and maintenance, debt service obligations, reserve requirements, and planned capital improvements• Consultant shall evaluate current and projected operating expenses, capital improvement needs, debt obligations, reserve levels, and customer usage trends to determine whether existing rates are sufficient to maintain the utility's long–term financial sustainability and self–sufficiency, or whether gradual inflationary rate increases are necessary to support these goals• Review the utility’s five–year capital improvement plan and outstanding debt service obligations.• Develop recommended rate adjustments, if necessary, to maintain financial sustainability and equitable cost recovery.• Project estimated revenue requirements and rate impacts over a five–year planning period.• Provide a comparative analysis of wastewater rates among similarly sized Wisconsin municipal wastewater utilities• Review the current wastewater rate structure and overall utility financial condition.• Analyze user classes, billing data, and wastewater flow trends to assess rate equity and revenue adequacy
