(1) Vendor needs to provide municipal financial advisor services to the government authority located in Gypsum, CO. • Provide on–going, independent financial advice, serving solely the interest of the agency; to contribute creative and innovative ideas for management of the agency’s current and future debt.• Advise and assist in the preparation and review of any and all documents related to future financings, including offering statements, financing ordinances and resolutions, trust indentures, credit enhancement documents, notices of sales, escrow agreements, intergovernmental agreements, reimbursement agreements, revenue sharing agreements, etc.• As requested, and as appropriate, review requests for proposals prepared by the agency for Private Placements/Direct Bank Loans. Advise and assist in the financial analysis of proposals, evaluation and/or selection of the same. • Advise the agency with respect to financing procedures, debt management procedures and debt policy to ensure compliance with laws and regulations, including postissuance compliance.• Provide assistance on special debt or credit–related projects as determined by the Town, including research, analysis, and recommendations with respect to agency financial practices and policies regarding debt, debt issuance, moral obligations, etc. • Assist in reviewing cash flow models, financing plans, and debt structure of the agency’s general and enterprise funds• Evaluating and developing financing options for a long–term capital program (specifically focused on streets and water), independently or with an underwriter if a negotiated sale is contemplated.• Advise the Town with respect to funding and financing opportunities and strategies for the new I–70 Eagle Airport Interchange project, new water treatment plant, and major reservoir projects.• Complete and annually update a debt manual describing outstanding Town obligations in a format acceptable to the Town.(2) Pre–bid meeting will be held on July 22, 2026.
