(1) Vendor needs to provide targeted housing strategy and market positioning analysis services.– Traditional comprehensive housing study. – Project is intended to update and build upon prior housing, market, and redevelopment work and provide clear direction regarding:• Gaps within the City's existing housing mix and housing continuum• The role housing can play in resident retention, neighborhood vitality, and overall community well–being• Market depth and realistic development potential for those products• Locations and development contexts where those products are most appropriate• The role housing can play in Downtown revitalization and redevelopment• Potential transition of selected industrial areas to residential or compatible mixed–use development• Actions necessary to position housing opportunities for private investment.(2) All questions must be submitted no later than October 1, 2026.
