(1) Vendor needs to provide GIS data collection service to the government authority located in St. Thomas, VI. • Provide comprehensive GIS data products, documentation, and knowledge transfer to ensure receives a complete, functional, and maintainable geospatial database.• GIS data layers with standardized attribute tables for each infrastructure component, including feature classes for linear, point, and polygon features.• Data quality assurance and validation reports documenting accuracy testing, error correction procedures, completeness assessments, and compliance verification.• The GIS data collection project must employ state–of–the–art technologies and methodologies to achieve the accuracy, completeness, and reliability standards necessary for critical infrastructure management.• GPS Surveying: Survey–grade GPS equipment capable of sub–meter horizontal accuracy for infrastructure asset positioning.• Mobile GIS: Mobile GIS applications for real–time field data capture and validation.• System Integration: The GIS database must be designed for integration with VIWAPA's existing asset management systems, SCADA infrastructure, and work order management software.
