The University of Utah, on behalf of the Utah Education and Telehealth Network (UETN), seeks proposals under RFP #UU220560030 for WAN leased lit fiber Ethernet, shared UETN backbone connections, and Internet access services at the locations identified in the RFP attachments. Bidders must read and comply with the complete RFP, Attachment A, Attachment B, Attachment F, the Exception/Compliance Summary, and all official addenda associated with this FCC Form 470. These documents contain the controlling locations, bandwidths, pricing forms, technical specifications, E-Rate provisions, compliance requirements, proposal instructions, and evaluation criteria. Failure to comply may result in a proposal being deemed non-responsive as provided in the RFP. Questions and proposals must be submitted through BidNet Direct in accordance with Section 2. The RFP was issued September 21, 2026. Proposals are due October 27, 2026, at 2:00 PM current Mountain Time. Vendors must bid only on locations and services where they have, can provide, or can obtain the necessary infrastructure. A blank Monthly Recurring Cost field will be considered a NO-BID. Scoring and awards will be evaluated per location, and multiple awards may result. Requested WAN and backbone capacities are identified by location or circuit in Attachment A. Internet access locations and pricing requirements are identified in Attachment B. Lit fiber is preferred except where another solution is specifically requested. Wireless will not be accepted. Dark fiber will not be accepted unless specifically requested. This RFP does include nodes and other services and locations that may be partially eligible or ineligible for E-Rate discounts. UETN will not seek E-Rate discounts for those type services or sites where applicable. WAN and backbone pricing is requested for five years with one optional one-year extension, except where Attachment A identifies another term. Internet access pricing must reflect three years with two sequential one-year extension options. The anticipated effective start date is July 1, 2027. Costs must be firm and all-inclusive. All recurring and non-recurring costs must be included in the applicable Cost Proposal attachment and uploaded separately. Vendors seeking to provide E-Rate-supported services must have a USAC-issued SPIN, maintain a current FCC Form 473/SPAC annually, and read and sign Attachment F. SAM.gov registration and documentation are required as stated in RFP Section 4.01.02 when federal funding sources are used for payment. Note Attachment B includes request for bandwidth that go as low as 40Gbps, EPC doesn't list 40Gbps in its services drop downs. This narrative is a summary only.
