Vendor needs to provide traffic signal timing analysis and optimization and installation and programming of a traffic management intelligent system to the government authority located in Port Arthur, TX. – Work includes collecting and analyzing traffic and travel time data, performing field observations, developing optimized signal timing plans (including time–space diagrams and offset/split tables), selecting and installing software compatible with traffic management intelligent transportation systems (SCADA), implementing and fine–tuning signal timing in the field, and evaluating results through technical and benefit analyses.– Traffic Signal Timing Analysis and Optimization and Installation/Programming of a Traffic Management Intelligent Transportation System (SCADA System) is a citywide study and implementation effort to evaluate, optimize, and manage signalized intersections. – The program includes collection and analysis of existing traffic volumes, travel times, and signal timing data; field observations; and development of optimized timing plans, including time–space diagrams and offset/split parameters.– The project also includes evaluation, procurement, and installation of traffic signal optimization software compatible with traffic management intelligent transportation systems (SCADA), followed by field implementation, fine–tuning, and post–implementation performance assessment• Project Management Plan and Schedule • System Design & Integration • Installation & Programming • Communications Infrastructure • Testing & Acceptance • Training & Documentation
