(1) Vendor needs to provide professional multilingual development service to the government authority located in Detroit, MI. – Provide professional learning, coaching, and asynchronous learning resources that strengthen the capacity of educators and leaders to serve multilingual learners effectively.– Sheltered Instruction Observation Protocol (SIOP), multilingual learner instruction, dual–language education, academic English language acquisition, adult learning, instructional coaching, and districtwide implementation.– Professional development by providing practical tools, training–of–trainers, coaching, implementation routines, and resources.– These strategies support multilingual learners’ meaningful access to grade–level content and intentional development of academic English the language students need to comprehend complex texts, participate in academic discourse, construct evidence–based explanations and arguments, and demonstrate learning across disciplines.(2) Pre–bid meeting will be held on October 9, 2026. (3) All the questions must be submitted no later than October 12, 2026.
