(1) Vendor needs to provide intergenerational poverty reduction methodology, database, and implementation support services to the government authority located in Utah.• Provide an evidence–informed intergenerational poverty (IGP) reduction methodology, a supporting outcomes and network–tracking database, county staff training and certification, and ongoing fidelity oversight, all bundled under a single fixed–price annual agreement.• Provide a resource to track county's outcomes in a database environment for use by county staff, including the ability to integrate with and support that environment including integration with current data, workflows, and reporting.• Database must support resilience scoring, phase–based progress tracking, and outcomes data exportable.• Database must maintain a structured community partner resource network with relationship quality and network development metrics.• The County and program leadership, including application, trauma–informed engagement, motivational interviewing, and two–generational family systems approaches.(2) All questions must be submitted no later than Sep 18th 2026.
