(1) Vendor needs to provide law enforcement alternatives consultant study service to the government authority located in Spokane Valley, WA. • Review current contracted law enforcement services and identify options for mix of in–house and contracted law enforcement services to maximize services within existing budget• Utilizing the current City budget for law enforcement services, identify appropriate staffing, equipment, and support service levels for primary law enforcement services broken out by service units such as patrol, traffic, and investigations as well as specialty units, such as SWAT and Explosives Disposal. • Place emphasis on identifying opportunities for gained efficiencies such as shift–types and schedules, overtime control, and use of lower–cost options when appropriate, such as utilizing civilians, diverting calls to other service providers, or contracting for some specialty and support services.• Identify necessities that would be required for starting internal police department such as civil service, pension, and collective bargaining with associated estimated timelines. Consider necessary certification and accreditations.
